Gafcon, Inc. Selected by Southwestern Community College District to Provide Bond Program Management Services

Five-Year Agreement Begins April 14, 2021 to Manage Capital Improvement Program for Propositions R and Z at District’s Four South County Campus Locations.

CHULA VISTA (April 20, 2021) – Gafcon, Inc. has been selected through a competitive bidding process to provide bond program management services over the next five years to Southwestern Community College District, south San Diego County’s only public higher education institution.  

Gafcon will manage implementation of Propositions R and Z, approved by voters in 2008 and 2016 to finance $789 million in capital improvements. The bond program provides for construction and repairs at Southwestern Community College District’s four campuses in Chula Vista, National City, San Ysidro and Otay Mesa.

The Southwestern Community College District Board of Trustees unanimously approved the agreement with Gafcon on April 13, 2021. The project includes managing all aspects of planning and executing the comprehensive capital improvements, including development of a program management plan and both preconstruction and construction phases.

Gafcon was selected from among five responsive firms after a rigorous review process involving proposals, interviews and committee discussions.
