As Palomar Community College District (PCCD) approached the halfway mark on the delivery of projects within the $160-million Proposition M program, they identified an opportunity to bring in additional project management staff to support the delivery of the remainder of the program. Gafcon Management was selected to augment their staff to provide preconstruction phase management, estimating, scheduling, constructability reviews, and overall project management.
Because the program was already halfway to completion, Gafcon Management stepped into the lead role for multiple ongoing projects. We supported the renovation of the “A” Building and Veterans Center from 70% through completion, and the Learning Resource Center from 60% through completion. Other projects included the Arboretum Trails project and New Storage Buildings project. In addition to project support, we provided direction for RFQ and RFP packages, hiring commissioning, inspectors of record, and materials testing. We also supported the development of the master plan and budget, including cost estimating for potential projects, scope examination, and value engineering opportunities. Our team also developed a budget-balance tool that allowed PCCD to see the cost implications of its compiled wish list and discover new opportunities to deliver that wish list on budget through prioritization.
