Ron Takaki

Vice President of Project Operations

Ron Takaki is the Vice President of Project Operations at Gafcon and the Business Line Leader for Gafcon’s Multifamily Renovations line of business. He has more than 40 years of experience designing and performing project and construction management services on large, complex projects. Ron is a licensed California architect, a LEED Accredited Professional, and is certified in Construction Quality Management (CQM) by the U.S. Army Corp of Engineers (USACE) and NAVFAC. Ron holds a Bachelor of Science in Architecture from Cal Poly San Luis Obispo and has taken continuing education courses at Harvard University’s Graduate School of Design. Throughout his profession career, Ron has overseen the design and construction of several thousand units of multifamily housing from HUD Section 8 and 202 subsidized housing projects throughout Southern California, over a thousand units of undergraduate and graduate student housing on the UCLA campus, luxury townhouse units for the Residences at Palisades Village, and multi-generational housing for Zizhu’s Purple Bay Development in Shanghai, China.

Alan Nevin

Senior Advisor of Residential Valuation and Feasibility

Alan Nevin is the Senior Advisor of Residential Valuation and Feasibility for Gafcon’s Multifamily Renovations team. He has an extensive background in real estate economics, lending and market analysis and serves the development, investment, legal and public agency communities with residential and commercial real estate valuation, feasibility, and real estate advisory services. He is the co-founder of firms that have bought, built, rehabbed, and operated more than three dozen residential and commercial projects in San Diego County, valued in excess of $250 million. He holds a Master of Arts degree in Statistics and Research from Stanford University, and a Bachelor of Arts degree in Marketing and a Master of Business Administration in Real Estate Economics from American University in Washington, D.C. Mr. Nevin has taught at the UCSD Extension for more than 30 years and has taught the capstone course on feasibility studies for the master’s program at USD Burnham Moores Institute of Real Estate. Mr. Nevin also serves Xpera Group with economic and valuation advisory services.

Rob Devlin

Rob Devlin

Senior Manager

Rob Devlin is the Senior Manager for Gafcon’s Multifamily Residential projects and has more than 35 years of experience within the construction and development industries on the East, West, and Gulf Coasts. He has directed the construction of large-scale, multifamily residential communities, renovation of existing apartment communities, and reconstruction of open litigation, occupied apartment community job sites. Over the past 20 years and representing combined budgets of over $931M, Rob has overseen the construction of 3,000 and reconstruction of 9,200 multifamily housing units located in Orange County, San Jose, San Diego, and Texas for past employers including Irvine Company, AvalonBay Communities, among others. Additionally, while with his prior employer in Newport Beach, he developed the framework for, was the primary collaborator and author of, and implemented an industry-first construction management and resident notification tool for occupied apartment community job sites prepared from a legal perspective, which remains in use to this day. It provides an organized, secure process for managing resident’s expectations, allows the construction team to perform their work per the contracted schedule, and both protects and improves the Asset while also minimizing the Owner’s exposure to liability, and therefore litigation, during an occupied community repair, reconstruction, and/or renovation project.

Brett Urbina

Brett Urbina

Construction Manager

Brett Urbina is the Construction Manager for Gafcon’s Multifamily Residential projects. With more than 17 years of experience within the construction industry, he leads the site teams at our Mission Ridge project in Encinitas, CA.  Prior to joining Gafcon, he managed reinvestment projects for The Irvine Company at properties such as The Village at Spectrum Center, Villa Siena, The Village at Mission Valley, and Turtle Ridge, to name a few. He also managed long term construction repairs at The Resort at Pelican Hill, the acclaimed luxury five-star hotel located on the Newport Coast in Southern California. Brett’s experience also includes land development work for Lennar Communities on projects such as the Bridges at Rancho Santa Fe, the Lakes at Rancho Santa Fe, and Eureka Springs in Northern San Diego County.
