As Palomar Community College District (PCCD) approached the half-way mark on the delivery of projects within the Proposition M program, they had an eye to their future needs. PCCCD identified an opportunity to bring in additional project management staff to help support the delivery of the remainder of their program, and selected the Gafcon team to augment their staff. Our staff provided services including pre-construction phase management, estimating, scheduling, constructability reviews, and overall project management.
Because the program was already half-way to completion, Gafcon stepped into the lead role for multiple projects that were already ongoing. We supported the renovation of the “A” Building and Veterans Center from 70% through completion and the Learning Resource Center from 60% through completion. Other projects included the Arboretum Trails project and New Storage Buildings project. In addition to project support, Gafcon provided direction for RFQ and RFP packages, hiring commissioning, inspectors of record, and materials testing. Gafcon also supported the development of the master plan and budget, providing cost estimating for potential projects, scope examination, and value engineering opportunities. The team also developed a budget balance tool that allowed PCCD to see the cost implications of its compiled wish list and discover other opportunities to deliver their wish list on budget through prioritization.
