Gafcon has been the District’s chosen program manager since 2003, providing an incredible depth of services to the bond program for more than 15 years, over the course of consecutive bonds: Proposition R bond program ($207M) and Proposition V bond program ($398M). Both programs have focused on transforming Grossmont Community College and Cuyamaca Community College into state-of-the-art campuses for higher learning.

Under the Proposition R bond program, Gafcon oversaw the successful completion of 41 projects and infrastructure improvements districtwide. This program received spotless audits with no findings of errors and was named a “Golden Watchdog Finalist” four times by the San Diego Taxpayers Association for proper expenditure and project performance. Gafcon’s team worked closely with the District to develop design standards, the facilities master plan, and bond website to facilitate up-to-date progress reporting to the Oversight Committee, District, and the community. We were also responsible for implementing the District’s program management information system, which supported bond transparency for program finances. The web-based project portfolio and facility management lifecycle tool, Primavera Unifier, allows the District and program leadership to easily monitor the status of projects down to the lowest level of detail in the work breakdown structure.
