A Project Labor Agreement, more commonly referred to as a PLA, is becoming more and more common in Southern California and you need a firm that has the experience to manage your agreement to ensure the successful delivery of your project. Gafcon has managed over $1B of construction projects that are subject to a PLA for both public and private owners, so we understand what it takes to make the agreement and the project a success.

Gafcon’s 32 years in program construction/project management and our work in labor compliance has been of incredible value to our clients due to our relationships and successful outreach to local contractors, trades, and related professional consultants, including disadvantaged and other underutilized businesses. Our clients have seen an increase in both the quantity and quality of bids and programs geared toward small businesses have seen dramatic and positive results from outreach events.
For example, Gafcon and GCCCD hosted an outreach event at Cuyamaca College for small, underutilized, and local firms. Contractors were given an overview of upcoming projects, the schedule for bids on summer projects, and a glimpse into future projects for the campus. This was the most attended outreach event under Proposition V, with more than 80% from local firms. We also assisted Santa Monica-Malibu Unified School District increase bid interest by more than 300% through strategic communication outreach!

Gafcon’s Quality Management Program provides our clients with valuable input that improves the construction process while reducing costs—we accomplish this by performing both Peer and Constructability Reviews. During Peer Reviews, Gafcon’s team of professionals carefully review the design and provide alternatives that address and improve building costs and performance. Constructability Reviews focus on identifying and recommending improvements on buildability, bid-ability, building systems and interdisciplinary coordination—these recommendations improve the overall quality of the design and construction documents resulting in substantial reduction of contractor change orders and requests for information (RFIs). Each one targets a different strategy, but they all result in value-added benefits that positively affect your bottom line.
Our clients are able to implement Gafcon-recommended saving strategies ranging from 5% to 10% of their total construction budget. For example, Cuyamaca College’s initial Student Center design left the food services to be constructed at a later time; however, Gafcon recommended it be built into the renovation, thus saving the client $40,000 and three-months of the project schedule. In another instance, we were able to recommend the utilization of a modular steel framing system that saved $500,000 and reduced the schedule by five to seven weeks.
