Yehudi Gaffen, CEO
Yehudi "Gaf" Gaffen has more than 30 years of construction and program management experience. He holds a Bachelor of Science Degree (1975) in Construction Management from the University of Cape Town, South Africa. Throughout his professional career Yehudi has worked for construction companies, construction managers and real estate developers. He has personally managed projects that range from less than one million dollars to billions of dollars in construction value.
Yehudi currently serves on the boards of the New Americans Immigration Museum and Learning Center, the UCSD Cancer Center and the San Diego Taxpayers Association. He has previously served as board member and Chair of San Diego Hebrew Homes, the board of the San Diego Jewish Federation as well as the Board of The Explorer Charter School.
Yehudi's outside interests include exercising, collecting tribal art, antique maps, fly fishing and hunting.
Pam Gaffen, President and COO
Since Gafcon’s founding in 1987 Pam has been responsible for managing the corporate functions and is also responsible for integrating and managing both corporate and operations functions of the company.
Pam’s experience in the construction industry started in the mid 1970s when she and Yehudi worked for the same company in South Africa. Not only does Pam provide balance to the rapidly growing firm, she is the key to the unique corporate culture and values evident to both insiders and clients. Gafcon's culture is comprised of hard work and hard play, of strong family values, loyalty and most importantly, excellent client service.
Pam enjoys spending time with her family at their desert vacation home, interior design and collecting rare African art.
Ted Bumgardner, Principal and VP of Consulting Services
Ted Bumgardner joined Gafcon in 1994. He built and is responsible for the Consulting Services division of Gafcon which offers legal support, forensic and quality control and quality assurance services. Ted has over 30 years of experience managing the preconstruction and construction phases of high-profile projects in the public and private sector. Ted has been designated as an expert witness in over 400 construction litigation cases involving contractual claims, construction injuries, construction defects, and liability issues.
In addition to being an occasional guest lecturer for construction management courses at San Diego State University, Ted is a past board member of the Forensic Consultant's Association of San Diego and an active member of the Oceanside 4-Wheelers Jeep Club and the Defenders of Wildlife.
Ted attended the University of Texas where he received a Bachelor of Science degree in Architectural Engineering.
Dennis Walters, Director of Operations
With more than 25 years of experience in the construction industry, Dennis has spent most of his career holding top positions at major construction companies. He was previously Vice President at Douglas E. Barnhart and Executive Vice President of Operations at Nielsen Dillingham Builders. Mr. Walters’ construction experience includes work on hospitals, high-rise office structures, manufacturing plants, schools, universities, tenant improvements, condominiums and apartment complexes.
Dennis has headed the Safety Committee and the Building Labor Negotiating Committee for the San Diego Associated General Contractors. He has also taught seminars on labor compliance and prevailing wage requirements as well as college-level construction management courses.
Dennis holds a Bachelor of Science Degree from California State University Los Angeles, a California Teaching Credential and a California State Construction License (C-36) in plumbing and mechanical. In his spare time Mr. Walters enjoys spending time at his country home with his horses.
