Yehudi Gaffen, CEO

Yehudi "Gaf" Gaffen has more than 35 years of construction and program management experience. He holds a Bachelor of Science Degree in Construction Management from the University of Cape Town, South Africa.

Throughout his professional career Yehudi has worked for construction companies, construction managers, and real estate developers. He has personally managed projects that range from less than one million dollars to billions of dollars in construction value. 

Yehudi currently serves on the board of the San Diego Taxpayers Association. He has previously served on the boards of San Diego Hebrew Homes, San Diego Jewish Federation, the Explorer Charter School, New Americans Immigration Museum and Learning Center and the UCSD Cancer Center.

Pam Gaffen, President

As president and co-founder of Gafcon, Pam Gaffen plays a key role in the success and accomplishments of the company. With more than 35 years of industry experience, Pam handles overall management, which includes managing and integrating both corporate and operations functions of the company.

In addition, she oversees marketing, monitors the quality of company services, and is directly involved in the hiring of technical and administrative staff. She not only provides balance to the growing firm, she is the key to the unique corporate culture and values evident to both insiders and clients.

Pam’s management experience with large-scale construction projects includes the largest shopping mall in Cape Town, South Africa, and several custom homes. She also assisted members of the medical profession with offices tenant improvements and the implementation of business systems and procedures for their practices.

Pam enjoys spending time with her family, cooking, interior and landscape design and collecting rare African art.  

Robin Duveen, COO

Robin Duveen is a 20-year construction industry veteran who joined Gafcon in 1998. His career experience ranges from property development to construction program management.

His current responsibilities include managing operations within Gafcon’s corporate office, branch offices, and project sites. Robin has served as project executive for Gafcon’s Irvine office as well as division manager for Gafcon’s Los Angeles office. He also served as project/program manager at Gafcon, overseeing construction projects ranging from millions to billions of dollars.

Prior to joining Gafcon, Robin was a development/project manager for Rabie Property Developers and construction manager for Resnekov & Neilson in his native South Africa. He earned a bachelor’s degree in construction management from Cape Tecknikon in Cape Town, South Africa.

Robin enjoys spending time with his wife and two children, exercising, and cycling.

Paul Najar, Vice President and General Counsel

Paul Najar has more than 20 years of legal and business experience in the areas of technology, construction, joint ventures, international law, M&A and litigation. He is responsible for managing Gafcon’s legal, human resources and risk management departments. Before joining Gafcon, Paul co-founded an international consulting firm that helped US companies improve financial and operational results in Europe. Previously, he was Executive Vice President of Administration, General Counsel and Secretary of Anacomp Inc., a global document management company. Paul served as University Attorney for the Irvine campus of the University of California and corporate counsel for California Federal Bank.

Paul received a joint Bachelor of Arts degree in Philosophy and Humanities from the University of California, Irvine and a Juris Doctorate from the University of California, Davis.

In his spare time, Paul enjoys international travel, skiing, cooking and European history.
